A small but important point.  From the contractors perspective, the submittal of the Cost and Resource loaded schedule (Schedule of Values) is a LEGAL DOCUMENT, and assuming EVM is being used correctly, it is the PRIMARY document from which the contractor is PAID.

If you look at most AGC, AIA, EJCDC and even some recent FIDIC contracts, the submittal of a cost and resource loaded CPM schedule by the contractors PM to the appropriate owners representative is a PREREQUISITE to receiving the Notice to Proceed and mobilizing the site.

So while your description is certainly not wrong, it appears to represent an owners rather than the contractors perspective.

The reason this becomes important is whether the Owner&#039;s PM actually incorporates the contractors schedule into the owners overall schedule can lead to some really nasty surprises on both sides, ending up in an almost certain claims situation.

Bottom line- be sure to explain both the owners and contractors perspective as they are not exactly the same.
