		<description>I see what you are saying Bill.  My use of the term LOE specifies support activities within a project, while Tom was referring to work outside of projects.  I think I was equating support work of any kind with the term LOE.  Thanks for setting me straight, I changed the title to hopefully make things clearer.</description>
